(Failure to address such behavior is also undermining America's cities, as fear for there children in urban schools is a contributing factor to those leaving the city for the suburbs. While many view removing students that are habitually disruptive to an alternative setting as a negative form of ostracism, it could just as easily be seen as getting them the help they need. Further many who chafe at such an idea have already taken their own families out of urban schools seeking greener pastures in suburbia. This further punishes the very children we are seeking to help).
